The Generic Universal Role-Playing System attempts to be all
things to all genres. It does not have the fullness that
some genre-specific games do, but the versatility of the generic
approach is undeniable. The GURPS books tend to be great
source books on their own, even for other game systems.
This is especially true for their historical books. I would
whole-heartedly recommend any of their historical source books
for any campaign in any game system.
